Norm is the main antagonist of the We Bare Bears episode "Ranger Norm".
He initially appears to be Ranger Tabes' substitute ranger when she leaves for Ranger Con and the Bears have to spend the day with him. However, it is later revealed that he is actually a golf course planner who plans to illegally demolish the entire forest with a bulldozer to build a golf course in its place.
He was voiced by Rob Huebel.

What Makes Him Entertaining?[]
- He does a great job at being manipulative with his faux affability, as when he first appears out of the blue to take Tabes' spot when she leaves for the Ranger Con conference, he seems to be an awkward, yet friendly newcomer forest ranger upon meeting the Bears, and they do not suspect his true nature until much later.
- While posing as a forest ranger, he does appear to at least try to befriend the Bears when they spend the day with him, albeit awkwardly.
- The enormous bulldozer that he plans to destroy the forest with has a pretty cool design, being armed with a giant golf putter, two retractable mechanical hands, and two buckets that chomp up everything in its path. This helps give him an Evil is Cool vibe.
- He has a few comedic moments throughout his appearance:
- He attempts to be friends with the Bears in rather awkward ways under his guise of Ranger Norm, which consist of getting them to tour around the forest to the lake, though they end up being uninterested in his knowledge about lakes; helping them scare off a pack of possums by using the animals' language, with Grizz commenting that's not how Tabes would scare off possums; trying to get them to play basketball, though they still end up not being interested; and trying to make dessert for them but dropping things while doing so.
- His defeat is comedic, with Ice Bear hitting a golf ball into his face and knocking him out before he can self-destruct his bulldozer; he reacts to the incoming golf ball in a somewhat comical manner while gloating over the rangers not being so tough now due to him holding the bulldozer's self-destruct switch in his hands.
- His boss, whom he has a phone call with in the episode, seems to be a reference to be a reference to Mayor Brown, the main villain from the 2010 film Yogi Bear, as they both are greedy and corrupt officials who plan to destroy the natural order of nature for their own selfish agenda, with Norm himself carrying out this dastardly plan for his superior.
- Rob Huebel does a decent job at voicing him, contributing to his characterization greatly by bringing out his personality as a villainous golf course planner who plans to tear down the forest and disguises as an ordinary forest ranger as part of the steps to accomplish this goal.
What Makes Him Detestable?[]
- Underneath his awkward and friendly forest ranger disguise is a vile golf course planner who plans to destroy the forest to build a golf course. This is revealed when he is having a phone conversation with his boss, and as the two men talk, Norm sadistically agrees with his boss that the forest demolition is legal after his boss says that anything is legal since they're rich.
- When the Bears discover his evil plan and try to stop him, he snatches away the conch shell that Tabes had given them in case of an emergency and chases them down on his bulldozer in an attempt to kill them, while destroying everything in his path with the vehicle.
- Upon getting surrounded by Tabes and the rangers from Ranger Con who arrived to help the Bears, he threatens to self-destruct his bulldozer and kill everybody on the scene along with himself and take the entire forest with him in a last-ditch attempt. He probably would have succeeded had Ranger Martinez (who was oblivious to what was going on) not arrived with Norm's golfing equipment and allowed Ice Bear to swing a golf ball into Norm's face and defeat him.
- Overall, he stands out from other one-shot villains from We Bare Bears as particularly detestable due to his rather surprisingly heinous crimes, which consist of attempting to commit mass-scale destruction in the form of destroying the entire forest, as well as trying to blow up his bulldozer and kill the Bears, Tabes, and the Ranger Con Rangers, which would have resulted in a kill count of 10. This goes much further than what other one-shot villains from the series like Dave, Cory, and Kyle tried to do as they all fail to pass the general baseline with their bog-standard crimes.
